الملخص
يمثل الاهتمام بالتنمية الريفية والأمن الغذائي أولوية استراتيجية ضمن خطط وبرامج التنمية في المملكة العربية السعودية، خاصة بالنسبة لرؤية المملكة 2030م، حيث يشكل برنامج التنمية الريفية الزراعية المستدامة (2018-2025م) والاستراتيجية الوطنية للأمن الغذائي (2017-2030م) أبرز صور اهتمام المملكة العربية السعودية وجهودها في تحقيق التنمية الريفية والأمن الغذائي، كما يولي صندوق التنمية الزراعية السعودي اهتماماً كبيراً للتنمية الريفية والأمن الغذائي ويظهر ذلك من خلال أهدافه واستراتيجياته وبرامجه ومبادراته وأنشطته، ولصندوق التنمية الزراعية جهود في مجال تحقيق التنمية الريفية الزراعية المستدامة، فإنه على الرغم من النمو المستمر في حجم القروض التي قدمها في هذا المجال خلال الفترة من 2018-2022م، إلا أن النتيجة المتحققة لا تزال متواضعة بالنظر إلى نسبة التمويل الفعلي إلى حجم التمويل الذي خصصه الصندوق لبرنامج التنمية الريفية المستدامة المعتمد عن نفس الفترة، والبالغ 3 مليارات ريال، إذ لم تتجاوز تلك النسبة عن مجمل الفترة الـ 27.5%، حيث استهدف الصندوق ثمانية قطاعات محددة ضمن مبادرته الخاصة بدعم برنامج التنمية الريفية الزراعية المستدامة، غير أن قروضه تركزت على قطاعات معينة دون غيرها من القطاعات الثمانية المستهدفة، وبالنسبة لجهود صندوق التنمية الزراعية في الإسهام في تحقيق الأمن الغذائي خلال فترة الدراسة، فإنه على الرغم من التراجع الملحوظ في عدد وحجم القروض المقدمة للمشاريع المرتبطة بهذا المجال في كل سنوات الفترة مقارنة بالسنة الأولى منها، إلا أنها ظلت مستقرة عند مستويات متقاربة من حيث العدد والقيمة، مع ملاحظة تركز النصيب الأكبر منها في قطاعات بعينها ضمن القطاعات العديدة التي يستهدفها النشاط الإقراضي للصندوق في هذا المجال، حيث إن القروض التي يقدمها صندوق التنمية الزراعية لمشاريع الأمن الغذائي تشكل نسبة عالية من مجموع القروض الزراعية الكلية التي يدعم بها النشاط الزراعي، وذلك من حيث العدد (62.5% في المتوسط) ومن حيث القيمة (66.5% في المتوسط).
Abstract
Interest in rural development and food security represents a strategic priority within development plans and programs in the Kingdom of Saudi Arabia, especially with regard to the Kingdom’s Vision 2030 AD, as the Sustainable Rural Agricultural Development Program (2018-2025 AD) and the National Strategy for Food Security (2017-2030 AD) constitute the most prominent forms of interest in the Kingdom of Saudi Arabia. And its efforts to achieve rural development and food security. The Saudi Agricultural Development Fund also pays great attention to rural development and food security and this is evident through its goals, strategies, programmes, initiatives and activities. The Agricultural Development Fund has efforts in the field of achieving sustainable agricultural rural development, despite the continuous growth in the size of The loans it provided in this field during the period from 2018-2022 AD, but the achieved result is still modest in view of the ratio of actual financing to the volume of financing allocated by the Fund to the sustainable rural development program approved for the same period, amounting to 3 billion riyals, as that ratio did not exceed For the total period of 27.5%, the Fund targeted eight specific sectors as part of its initiative to support the sustainable agricultural rural development programme. However, its loans were focused on certain sectors and not the other eight targeted sectors, and with regard to the Agricultural Development Fund’s efforts to contribute to achieving food security during the period The study showed that, despite the noticeable decline in the number and size of loans provided to projects related to this field in all years of the period compared to the first year, they remained stable at similar levels in terms of number and value, noting that the largest share of them was concentrated in specific sectors within the many sectors. Which is targeted by the Fund’s lending activity in this field, as the loans provided by the Agricultural Development Fund for food security projects constitute a high percentage of the total agricultural loans that support agricultural activity, in terms of number (62.5% on average) and in terms of value (66.5%) % in the middle.
