الملخص
تدور مشكلة البحث حول غياب التأصيل الشرعي للتنمية الصناعية بمفهومها المعاصر وبيان دورها في تحقيق المقاصد الكلية للاقتصاد الإسلامي، لا سيما مقصد الإعمار والتنمية، ومقصد الأمن، ومقصد الاستدامة. حيث يقوم البحث على أساس فرضية مفادها أن التنمية الصناعية ليست مجرد عملية اقتصادية تستهدف تحقيق النمو الاقتصادي فحسب وإنما هي وسيلة عملية لتحقيق مقاصد الشريعة الإسلامية في الإعمار والتنمية، والأمن، والاستدامة. وقد اتبع البحث منهجاً وصفياً واستنباطياً توصل من خلاله إلى عدة نتائج، أهمها: أن فقهاء المقاصد ينظرون إلى مقصد الإعمار والتنمية باعتباره أعظم مقاصد الشريعة، وأن التنمية الصناعية ترتبط بهذا المقصد باعتبار الصناعة أحد أهم قطاعات الإنتاج الحقيقي التي يتحقق من خلالها إعمار الأرض، وأن الأمن الإنساني من أعظم نعم الإسلام على بنى البشر، وترتبط التنمية الصناعية به باعتباره أحد مصادر القوة التي يتحقق بها هذا المقصد، وأن الاستدامة كمقصد من مقاصد الاقتصاد الإسلامي ترتبط ارتباطاً وثيقاً بالتنمية الصناعية.
Abstract
This study addresses the lack of a foundational Islamic framework for industrial development in its contemporary sense and examines its role in achieving the higher objectives of Islamic economics, particularly the objectives of civilization-building and development, security, and sustainability. The study is based on the premise that industrial development is not merely an economic process aimed at promoting economic growth; rather, it constitutes a practical mechanism for realizing the higher objectives of Islamic economics. By employing descriptive and deductive methodologies, the study develops a theoretical and foundational understanding of industrial development from a maqāṣid-based perspective. The findings indicate that civilization-building and development represent one of the highest objectives recognized by maqāṣid scholars, and that industrial development contributes directly to this objective through its role as a major sector of real economic production. The study further demonstrates that industrial development supports human security by enhancing productive capacity and societal resilience, while also serving as a key instrument for achieving sustainability, which constitutes an integral objective of Islamic economics. The study concludes that industrial development should be viewed not only as an economic strategy but also as a maqāṣid-oriented means of realizing the comprehensive objectives of Islamic economics.
